Measuring the Success of a $3 Billion ‘Laboratory of Innovation’
The Massachusetts Department of Transportation’s (MassDOT) Accelerated Bridge Program (ABP) was initiated to improve the efficiency of critical infrastructure project development and delivery. This eight-year program, initiated in 2008, will complete with more than 200 bridges being repaired or replaced. This presentation will provide the “nuts and bolts” of a highly successful program that can be a model for similar programs nationwide. We will demonstrate the effectiveness of a strong project controls foundation to help manage large capital improvement programs. We will contrast key performance measures between a capital program with and without project controls as well as catalog many individual public transportation process improvement topics for future consideration/lessons learned. Finally, we will theorize the future benefits of deploying additional/supplemental construction management training into a pre?established civil engineering management public sector track.
Speaker Bios:
Victoria Sheehan was appointed Manager of Strategic Planning and Highway Performance for MassDOT’s Highway Division in December 2013. Prior to accepting this position, Victoria was the Program Manager for MassDOT’s Accelerated Bridge Program (ABP) and was responsible for ensuring the program’s goals and objectives were met. In this role, Victoria was instrumental in the implementation of project controls and performance management initiatives at MassDOT. Her passion for innovation has helped the Highway Division become more efficient, transparent and accountable.
Victoria is a graduate of the University of Edinburgh in Scotland, where she obtained a Master’s Degree in Structural Engineering and Architecture.
Matthew Poirier is a Vice President/Director of Project Controls for Keville Enterprises Incorporated. Keville is a Construction Management and Inspection firm specializing in representing public owners within CM disciplines. Matt has also worked for two of the world’s largest/successful construction companies (Bechtel Corporation and Kiewit Construction) within project controls functions. He has 22 years of construction/controls experience and received his B.S. in Construction Management at Wentworth Institute of Technology in Boston.
